Compilation of the HICP weighting pattern for the year 2024 (price base December 2023)

An annual update of the weights of the Harmonised Index of Consumer Prices (HICP) calculated for European purposes is carried out in accordance with Regulations (EU) 2016/792 and (EU) 2020/1148. The Corona pandemic prevailing in 2020, with its restrictions on public life and the resulting consequences, necessitates for the third year in a row a change in the usual approach to updating the goods weights.

Impact of the corona crisis on the CPI/HICP price collection

Despite the challenges in the current corona crisis, price statistics are working on the reliable provision of the national consumer price index (CPI) and the harmonised consumer price index (HICP) as important economic indicators.

Quality Report - Consumer Price Index for Germany

As regards the consumer price index, price index series are provided for household final consumption expenditure in Germany in the form of totals and for individual aggregates. Year-on-year and month-on-month inflation rates are also available. Furthermore, the weights of the individual sub-indices in the overall index are published, too. On that basis, users can calculate inflation rates for any periods and product aggregates.

The consumer prices recorded are used to calculate the HICP which is in turn used for the calculation of an inflation standard to measure price stability in the economy of the euro area. The HICP serves as a basis for international comparisons of inflation rates. It is aggregated to obtain a consumer price index each for the European Monetary Union, the European Union and also the European Economic Area. The HICP is one of the convergence criteria on which the decision on including a given Member State in the euro area is based.

The retail prices recorded are used to calculate retail price indices inclusive and exclusive of VAT.Retail price indices inclusive of VAT are mainly used for the following two purposes: As a compensation measure, they are intended for the adjustment of regular payments based on stable-value clauses in civil law contracts (e.g. in accordance with the Price Clause Act (PrKG) of 7 September 2007 (Federal Law Gazette I, pp 2246, 2247) and Article 557b of the Civil Code (BGB) concerning "index-linked rents". Likewise, they are used in national accounts to deflate nominal values of economic statistics.The new retail price indices exclusive of VAT are used to deflate nominal sales in domestic trade statistics.
